Try EstAdventures. They do a daily (except Monday) walking tour of Soviet Tallinn that lasts about 3 hours

I would advise EstAdventures too. For Soviet occupation sightseeing go to Lasnamäe, the Olympic complex near Pirita beach, Linnahall etc.

In addition, there is a %26quot;secret tunnels of Tallinn%26quot; tour. The tunnels were heavily used during the Soviet time so it may be of interest to you. It%26#39;s a brief (one hour if I remember correctly) tour and it is pretty cool. Alot of my Estonian coworkers had never heard of it (they didn%26#39;t even know about the tunnels).
