I am going to be in Helsinki from October 28, 2008 till November 01, 2008. In between, I am planning to visit Tallinn.
Please suggest which is the best way to reach Tallinn? And how to go about the booking of transport?

There are several ferries which go each day from Helsinki to Tallinn. Many take about 4 hours, but there are faster ones which take less than 2 hours.
We booked our tickets over the internet, but if you are not traveling at a busy time (eg Friday evening as workers go home) then you should be able to book something at one of the ticket offices.

Several ferrylines, and hydrofoils. In the summersesion, can it be smart to book before, spescial if you go by car. A other posibility is plane, and here is Estonian Air best on price (they are partowned by the big seriouse company SAS, so the service is good). Both the ferryport and the airport is in walkingdistance to the downtown. May be it caqn be most funny for Americans to take ferry since ferryport in Estonian is Sadam / Sadami.

The fast ferries (1½ hours) are preferable but they are often cancelled in poor weather, which is fairly likely at the time of your visit. I therefore suggest you don%26#39;t book in advance. Linda Line is the cheapest of these.
There are several slow ferries (3½ hours), which also have the advantage that you can go out on deck and take pictures. I%26#39;ve found Eckerö Line satisfactory.
Copterline gets you there by helicopter in 18 minutes if you%26#39;re willing to spend more. There is no point in taking a plane as getting to/from the airports etc. makes planes considerably slower than the sea route, which goes from city centre to city centre.
Both fast and slow operators offer day return tickets at a good price. Check out what%26#39;s available when you arrive and take what suits you. I%26#39;ve only once had a problem getting a place at the last minute in hundreds of crossings on this route.

If you book Estonian Air early can you get it down in ca 20$ included all the feeds, and the airport in Tallin is in the midle of downtown!! So the only litle waist of time is the airport in Helsinki when you arive.
It is more convinient activities on the Tallin airport, then on most of this ferrys. The cheapest (longest time) ferrys in the lowsession is filled up with finlandic shorttimetourist (also vodka-tourist) from Finland, and Estonian carpenters that works in Finland.
At least this following 4 planecompanies is selling tickets to Westhern Europe from the Baltic States afther the Ryanair-princip (the first tickets goes realy cheap, next goes a litle higher, and the lat custommer must pay a lot) where booking at least a week in advance is recomended: Air Estonia, Baltic Air, Sterling, Norwegian.
Generally is express-busses OK, cheap and fast inside the Baltic States, but must be booked at least half a day before in the summersesion (spescially Riga-Tallin, Riga-Vilnius, Riga-Kaunas, Tallin-Vilnius, Tartu-Riga, Tallin-St.Petersburg, Tartu-St.Petersburg and Tallin-Vilnius). Tallin-Vilnius takes ca 10 houre, and cost ca 50$.
Do never book hotel over phone or even worse by showing up at the hotel. It is commond that their prices is 4-6 times doubled by what you pay on net.
Do never enter a taxi before looking at his prices. The taxi on the taxistasnd on the hotels, ferry, airport is more expensive then the taxi that is parked ca 100 meter away. It is generally no crime with taxi, restaurants, etc -Since it is more policeman in the Baltic states, then it is lawyers in USA.
