I recommend Laura Taul or Külli kõiv.
They know drivers too with who they can cooperate to drive around.
Usually they do about 1,5h walking in old town and 1,5h by car around the city, but of course if you want only by van, it%26#39;s all negotiable.

Hi Jam!
We are just back from a holiday to Tallinn and found our tour guide through Travel Merchant www.travelmerchant.eu .
We took a walking tour in the Old Town and were very pleased. Although just 2h, we saw all the most important attractions like Toompa hill and palace, the Nevsky cathedral, Town Hall and others. Plus the guide took us to a shop with natural spring flowing down the insides of a hill :) Really good choice and would definitely recommend them.
